I don't know, spamming one single move that does like 25% damage seems pretty scrubby to me.

Sure the people who know what they're doing can counter that playstyle, but a good amount of people probably get their shit kicked in by it.

Playing lame is not what being a scrub means. It doesn't even mean being a bad player. What it means is complaining about shit that works as being unfair or lame and failing to adapt to it.
Some online Ken in SFIV doing nothing but throwing fireballs and medium DP might just be a garbage player. But if you're constantly getting your ass beat to that basic shit it's you who is the scrub. For all you know the dude is taking the piss and laughing his ass off about how easy he can faceroll you.

Notice how he's using Ryu, too. He played SF4 for the entire run of the game. Tried out many different characters. At the end of the run of the game? Shotos. He learned nothing. Tries to play the game like it's SF2 and plays shotos because he can use 30 year old tech.

Doesn't he play SSF2 with Dee Jay and Vega/Claw, though? I'm under the impression (which may be totally wrong, since I'm not really into FG autism, although I like to read about it) that shotos that aren't Akuma or Violent Ken aren't that good.

Yes, but Dee Jay is bottom tier in SF4 and Vega is low tier. DSP is a tier whore. Shotos are also super easy to play and simple to understand compared to a character like Vega. Not only does Vega have no tools, but he has a lot of weird and crazy BS and you have to know when to go nuts. Akuma, Ken and Rose are easy high tiers in SF4 that require very little thought to use. And Ryu is a solid mid tier who is dead simple to play.
