I checked the wiki page and there's several Romulan main characters, so I'm guessing it's them.

On another note, I've been going through and greatly enjoying the first season of TOS, and just finished revisiting Space Seed. I'm surprised the show itself never brought Montalban back as a recurring enemy for Kirk, such a terrific screen presence. You're constantly on edge whenever he's around, waiting for him to lash out like a cobra. I almost want to skip ahead to Wrath Of Khan now.

Bringing back a recurring antagonist and making the show all about that shit is what's wrong with TV shows today. Just look at what the fuck they did to Sherlock Holmes.

I think the only recurring villains TOS ever had was Harry Mudd (essentially a joke villain), and maybe one of the Klingon dudes, but they're pretty interchangeable in TOS.
