That fucking sucks, I remember they were up to about 13 or so before I gave up tracking the case. I was really hoping the dumb fuck would slip up and get caught, but I didn’t have much hope.

My guess was some edgelord douche, but the bum scenario is pretty plausible. The way they chose targets and left them definitely made me think they were scoping out pet owners first. The crimes were pretty spread out and frequent too, so if not a bum then someone with a car who knew the area.
