The main problem is that there are two plots going on at the same time and Brad doesn't really develop either in the two hours he has. At first, it's a movie about Brad and Jake trying to make their movie, but then the film board shuts them down so Brad tries to go undercover as the Cinema Snob to make friends and get things back on track. About a third of the way through, it becomes a murder mystery, except there's no real following of the clues, the killer ends up revealing himself and up until that point they had no idea who it was, meanwhile the old movie plot comes back in at odd moments. Plus there's the love story of Brad and Jillian, which becomes awkward since they broke up right before this came out.
You could have easily turned one or the other into a stand alone ninety or a hundred minute movie. Maybe Brad's character just joins the film association out of a genuine love of movies, only for them to start getting killed off and he has to follow the clues like a real murder mystery movie, giving enough information to allow the audience to figure it out as well. You then have the rewatch bonus as they see all the foreshadowing.
Alternatively, Brad could have made a comedy about making a movie in the style he normally does, drawing on past experiences for the plot and characters. They aren't able to secure the permits, so they just film guerrilla style like Brad used to. Have jokes based on things that happened while they were shooting the other movies. And since you'd need to actually shoot some footage for the fake movie, that's stuff you don't need to shoot later on when you actually make it (Brad said back then he did hope to one day make Black Angus).
Best of all, both options are cheap and don't require much money.
