While the German civilian casualties looks much higher, when you factor in Germans killing their own minorities out and focus bombing deaths the totals are around 400,000 for Germany and about 500,000 for Japan and both had similar populations. And yet no one feels sympathetic to the German citizens despite the Japanese being just as evil if not worse than Germany at that time. Look at the highest death counts with civilians, in those countries it's almost all because of Japan and Germany's actions and both of them slaughtered millions.
