Thanksgiving, maybe they go along with, because it's just a big meal and the threat of dealing with family you dont like.
But Christmas means presents and fun, and New Years is a big party. Try to shut down those and you'll see people dancing in the streets anyway. Most cops wont arrest them during this time of year either (except the really soulless or party loyal ones). No one wants fo watch the bad Covid news instead of playing with their PS5.

Trying to act like jack boots in December *does* set people off. There's your match.

It's not going to happen no matter how much you want it to. As stupid as your city is, most of the rest of the country isn't like that.

As long as the trains run on time people will never rise up. We've seen this before.

The trains don't run on time because you can't go anywhere or do anything. It's all locked down. There's a fucking curfew.
Food on the shelves? Technically yes, but the bread lines are getting longer and there are shortages.

As bad as things are, most people's lives are barely impacted. If you'd avoid the news, in 90% of the places you'd only notice some signs to wear a mask in stores.
