What I meant about the cops is they've openly stated they have no intention to enforce those rules. But it doesn't stop the rules from being put into place and theoretically having force of law behind them.

I'm not saying that it is rainbows and sunshine across the country right now, but even if Biden manages to enact Oregon-style restrictions everywhere (which is unlikely to be a legal action) I think you'll at most get some protests (which the press will treat like KKK rallies). To cause actual rebellion the lockdowns would have to start causing infrastructure failures.
