Pretty much every sufficiently big German city has a manga store. Some might look like a general comic book store, but I guarantee you most of their sales will be for manga.

Train station ads sound a bit unusual, though. Manga and animu are generally not as overtly advertized (to gatekeep the hobby from normies, no doubt), unless the city has a big animu con or a sufficiently large concentration of Nihon exiles.

Even if the vaccine was effective there was about a 0% chance it wouldn't be an annual thing. It's a Coronavirus, the SCIENCE! for a one-and-done shot on those doesn't exist.

Of course, the vaccine doesn't work. The "amazing 95% effective!" from earlier this year has become "maybe you won't die now even though you 99% weren't going to die anyway."
