They actually did, though. My dad lived in german for twelve years back in the seventies and he commented on how the Turks would move in droves, buy slum apartments, twenty in a room, and work like dogs for a few years and more back to Turkey to live like kings with all the money they've earned. That's why the EU didn't want Turkey as a member when they were crying for acceptance, they were just too poor back in the day. Aus außenpolitischen Gründen – die Türkei sicherte die Südost-Flanke der NATO – entschied man sich anders. Im Anwerbeabkommen des Jahres 1961 war eine ausdrückliche Befristung des Aufenthalts auf maximal zwei Jahre vorgesehen und der Nachzug von Familienangehörigen fand keine Erwähnung. Auf Drängen der deutschen Arbeitgeberverbände und der türkischen Regierung wurde 1964 eine revidierte Fassung unterzeichnet, in der die Befristung nicht mehr enthalten war.
