This is an example of extreme TDS by the New York Times. They say that what he said was completely false even while agreeing that he had 2 of 3 correct. Some people are saying that they are using outdated data for El Salvador which proves that Trump was right on all 3.

El Salvador as of 2017 had a intentional homicide rate of 62 per 100k people.
Detroit sits at 45.
Baltimore at 51.4.
Both are 2019 numbers.

However, El Salvador experienced the largest drop in murder rate the last two years with the latest number from the second half of 2019 sitting at 36 per 100k.
So currently, both cities have a higher murder rate per capita than El Salvador.

I was able to check this in a few minutes. So either the NYT is incompetent or is lying on purpose. Neither are a good look.

Edit: If we want to really get crazy there are US cities with even higher numbers per capita but those are usually of small size where twenty murders a year push the per capita up crazy high. However, in both Detroit and Baltimore homicide is just about a daily thing with both having over 300 murders per year.
