Likely something to do with hunting regulations. Most gun owners here are hunters and the regulations for rifles are fairly lax.

That is exactly what we have here; when you apply for your firearm licence here, it's completely up to local public officer if he/she wants to admit it, even if you fill all the legal requirements for owning a gun. This procedure is fucking stupid, but still we have most guns per population with Switzerland in Europe. There has to be something else what prevents Polish having guns.
