Thing is, the father not raising his kids is a very normal thing in black African tribal society. The village would often establish what is basically a Kindergarten with several women dedicated to raising the children of the tribe for most of the day.
That's not even a bad system in of itself and can work out perfectly fine. The problem is more that who hood rats end up getting raised by is the local criminal scene.

Tribal societies are fine since there are plenty of males that can replace the father if he dies. It's actually the natural way humans evolve, the modern family is fairly recent for humans and it makes sense since a man can die out of no where in the wild.

As you said though, in the hood the closest thing they get to a dad is the local gang leader. And he isn't in the home helping raise him and doesn't give much of a shit if he dies (he's more of an employee), in the tribe though even someone who isn't his dad has a vested interest in helping him since he will be apart of the next generation of warriors protecting the tribe, including his biological family.

So we got someone being a SJW Clayton Bixby here. Or maybe that's his excuse to deny the truth.
