Because YOU'RE GONNA GET CAUGHT. Assuming you're not walking into a sting operation, you're putting an awful lot of trust in that kid to not say a word to anybody and in their parents to take zero interest in what they're doing online. Not to mention that there are documented chat logs, texts, emails--however you're communicating with your would-be underage chippy.
Unfortunately in a lot of the cases where someone under 13 is being abused, the parents/guardians are the ones actually setting things up. In both the case of this pedo and with Subway Jared the sting was a cop posing as an adult offering their "children" for sex, not someone pretending to be a 9 year old.
I think undocumented immigrant children get caught up in many of these sex-trafficking schemes as well. The "Open Borders, Abolish ICE" policies pushed by the left will only make it worse.

Maybe if he had Learned to Code™ instead of writing for Ars Technical he could have hid all his DrPizza on an encrypted drive (until the cops hit him with a wrench until he tells them the password.) A missed opportunity.
