Speaking for Russia, because I've never been to China, it's a beautiful country if you want to stay for a week or two and do tourist-y stuff but I wouldn't live there for all the money in the world.

Middle East? No. Even the rich states on the Arabian peninsula are packing heat. You'd be a total moron to live there and while it's possible to live a rich boys life there right now, I don't see that lasting all too long.
Africa? Yes. Some very select nations. South Africa would be possible although it's also getting real uncomfortable, a few western nations if you can speak German but those don't really have anything to offer.

Contrast that with shit nations in the Far East, South Africa or islands like Kuba where you can live like a king without weird political shit affecting your and the near future being just as stable as it has been in the last 50 years.
