According to Kraut news the pagers are from a Taiwanese producer, except the pagers were actually made by a subcontractor in Hungary.
It's also not entirely sure if the cargo got intercepted by Mossad or something, or if the C4 was already inserted in the factory (in which case you can probably blame the subcontractor of a subcontractor).
