I doubt they were confused. Toriyama said something like he just picked whatever colours felt right at the time (Araki's said something similar) and obviously the anime's got to have consistent colours so Toei just picked one colour palette. Obviously they picked wrong, because Bulma's hair colour has been uniformly purple ever since and Trunks' hair is purple. But then again, this is the same studio who made Kaiba Seto's hair green.

Though I guess in hindsight, it's a bit silly Seto stuck with a more realistic color, considering the retarded, multi-colored hairstyles the franchise has become famous for.

Though it was a nice touch that Seto's brain-in-a-jar filler brother got green hair for his virtual reality persona.

Aside from Yugi, whose hair isn't really that weird when you consider the Japanese and their propensity for blond highlights, most of the characters have normal hair colours

Yeah Yugi is really the only one with highlights and except for Bakura and Insector Haga (Weevil in Burgerland), I can't think of anyone having a abnormal hair color pre-GX

Yugi was just the cancer that started it all. No wonder he got bullied in Season 0.
