You've been there, right? I've heard most of these people are just regarded as a nuisance by local Japanese. They don't take them seriously.

It was a long time ago though... nearly 18 years. A lot can change in that time. Especially when they always have the US State Department and UN breathing down their neck.

The Japanese are highly resistant to change. They're the only ones who speak their language. They were medieval until about the late 19th century. They've had the Americans breathing down their necks since 1945 and yet most their customs have remained intact. I doubt a few shitters who teach English as a foreign language are going to be enough to make them change their ways.
