Two of the haki techniques (sixth sense and armor) can be learned by pretty much everyone with a good enough training montage. The "Make people shit their pants / faint by looking at them"-technique is for special snowflakes only.
Rob and the rest of the CP9 are a confusing case since there doesn't really seem to be a connection between what they're doing and what Haki lets you do.
And I guess the most boned by Haki would be Mr. 1, who can turn any body part hard ans harp as a steel blade. Compared to a Current Year Haki user, his main gimmick is basically that he can cut stuff with his bare hands.

Power isn't the problem. See One Punch Man. Dude could fistfuck the entire planet to shit if he wanted to without breaking a sweat.
Making the indestructible fighting machine the main character and their story about fighting is the problem. You can have Rocky get the shit beaten out of him and next movie succeed but you can't have Goku have a tense fight when the guy can even come back after death like it's nothing.
An entire planet being at stake doesn't do jack shit either. One would have to care about the ones at risk for that to matter.
OPM manages that pretty well with having the actual struggle in fights being side characters that one cares about and the protagonist's struggle being something completely outside of fighting.
Hell, they even handled the whole "mega stronk alien dude that comes to fight" thing a lot better. Sayans become stronger by getting close to defeat and surviving. Okay. But how comes that the opponents just line up in a convenient power progression? What if instead of Piccolo Boo turned up first? Kid Goku would've ate shit right then and there.
OPM just brings along some fucker that's OP as shit for a reason that Saitama can relate to (searching for a guy strong enough to fight and have to try or even get killed by) and goes to the logical conclusion of what any shounen should really skip to (The protagonist is straight up undefeatable). Neatly wraps shit up by giving that alien dude the closure and logical end progression the protagonist seeks. Gives him a mixture of despair (because even that guy wasn't even a challenge) and hope (dude had the same problem but eventually found his better).
I don't like to talk much about animu because I barely know any. But OPM is very smart and much more than just a parody of the genre.

Rewatched the Jojo OVA. Absolute kinography but Dio didn't use the road roller so its shit. Blu-ray never.
