Funnily enough, the mad scientist behind it was Data's great great grandpa.
And Data is like the whitest guy who ever whited.

And now he's the creepiest guy who ever creeped. The way Data looks in Picard is absolute fucking nightmare fuel.

Ikr
The really hilarious thing is, this deaging makeup was completely unnecessary because the show established that Data ages

Tbf, he didn't age in the TNG finale either, which is a legit continuity error
but still, you'd think they'd try to find any excuse to not create... well, that

The explanation in that episode was indeed eugenics experiments to make a master race of klingon augments.
OK, but does that explain why Kang, Koloth, and Kor appeared as both types of Klingons?
Also Kahless appeared in both forms, but that has always been explained away by fans as the TOS Kahless was born from Kirk's subconscious mind.

I think the way Enterprise retconned it was that they trolled the Klingons with a mutating virus that removed everyone's ridges. Dunno if the effect lasted until it faded away on its own, or if the Klingons finally managed to get that shit fixed.

Considering that it was probably a huge embarrassment, I imagine they just found a way to reverse the process, or a cheap and reliable form of plastic surgery. I'd bet on the former, since Koloth and Kor had pretty different personalities too.

I guess a couple decades can cause a Klingon to either become grumpier or mellow out somewhat. Must be the PTSD from being alive for so long without an honorful death in sight.
