I can imagine Picard mellowing out the way he has if he was a real person, but I just don't see the interest in removing the aspect of Picard that everybody remembers - his authority. Like, the first thing that you'd think of when you think of Picard is a booming Shakespearean voice commanding instant attention.
If the absence of his authority was the point, that could be interesting. I actually like the idea of Picard having to come out of a shell again and regaining his confidence for one last adventure. But it's very clear that despite being in the title, this story has nothing to do with Picard. He's just there to get it rolling.
The stage is pretty much set for him to die now - he's saved Data's daughter and he can give his life to stop the Romulan cultists who basically ruined Starfleet for him, and save the galaxy one last time. And nobody will watch season 2 then.
As Cuckara said, the way this show has been handled really is baffling. You'd think even a shitty writer would jump at the chance of doing a deep Picard-centric fanfic.

Welcome to the world of Alex Kurtzman, where every franchise that gets within a few feet of him has every bit of uniqueness systematically squeezed out of it so that Kurtzman can mold it into a pale imitation of whatever is popular at the moment. There is no more uniqueness in Current Year. Everything is the fucking same. Whenever I go to the cinema, I can barely tell anymore when one trailer finishes and the next one starts.

I don't know about producing, but Orci and Kurtzman did write for those shows early in their careers.
I'm not sure if Hercules and Xena count as not-terrible. They were so hokey in a bad way (like PS1 looking CGI creatures) that I could never really get into them.
