They had no issue with Pike. The execs felt The Cage was too cerebral and not enough action so they asked for a second, more plebbed up, pilot. Jeffrey Hunter didn't want to do another pilot so they looked for another lead, ultimately landing on Bill Shatner

Oh right, I confused the executives' reaction with Nimoy's. He said at one point that the character of Spock didn't really click with Pike.
