Honestly, who cares if she admits it? She knows, or will know, that she's equally as responsible for her brother's death as Van Valkenberg and she's the one who will have to live with that knowledge

Unless under pressure, cops don't really care about a man committing suicide. His sister (or parents, if still alive) would have been the people to pressure the cops into performing an investigation. Hell, his sister siding with the "victim" just made it even easier for the cops to follow the narrative of a criminal committing suicide out of desperation. His sister siding with Chelsea was so damning we could never hope for justice against Quinn even if the allegations was proven one-hundred percent fabricated.

How did this bloke kill himself? Thing is that there's not really anything Law Enforcement can do unless she actually facilitated his suicide, like for example by giving him a gun. Even telling him to kill himself wouldn't be enough, that's how difficult it is to meet the criminal burden.
The best avenue for legal redress would be to sue Chelsea in civil court where the burdens are a lot lower. Of course, if the sister is the only family this guy's got left, that's not gonna happen
