I'm pretty sure Kojima only made Death Stranding as an excuse to hang out with celebrities and get connections with Hollywood people. Hell, I wouldn't be surprised if Troy Baker's role was originally written for Ryan Gosling, since there were rumors that Kojima tried to use Refn to convince Gosling to be in the game and he ended up pissing off Gosling instead. It seems odd that Baker's character is the only one played by an actual voice actor.
