They are by and large. Just don't expect a super aggressive playstyle from everyone.

I expect them to do SOMETHING besides stand there until they can exploit a counter or dodge attack, changing what class I play wont suddenly make them change their behaviour.

But your behaviour will change theirs. Guard breaks, unblockables and fainting are in the game for a reason. If it was hard to just block the game would be nothing but spamming attack.
