He technically is, it's just that most public events don't know him/know to expect him.

Is he? I thought he was released becasue they couldn't put a solid wrap on Chris. All we had were recordings and testimony of a third party minor.

Apparently, 2 years is all you get if convicted of incest. Since Chris served that time in jail, there was no point to go to trial. There must also be some court order that Chris can't live with Barb anymore, because why else would Chris be living with some stalkers who provide housing for him?

The convention is probably just using its "we reserve the right to refuse service to anybody" policy for Chris.

I don't think he's on the registry. If he were found guilty of incest, instant sex registry. He can be banned from anywhere but he's not technically prohibited by law to attend public gatherings.

That's fine and all but fucking a demented vegetable should count as rape either way.
It's even more frustrating because the absolute piece of shit never got real consequences for his actions before. People just wanted him to finally get the law laid down on him.
