Yeah, they make it with counterfieted money instead. They are legally allowed to loan out money they don't have and create money to loan at interest. And central banks loan money to governments to control them, it's why the welfare state and government debt have been out of control ever since banks were deregulated in the 80s. In the UK (and I assume most of the world) 80% of the money banks loaned out went towards home loans or loans to invest in the stock market. In the USA legally banks can loan out and create 10 times what they have in reserves (i.e. bank accounts). Of course, many banks blatantly broke the law:
