The second video makes it clear the government just didn't give a shit about a small city out in the boonies. They had several chances to dig it out or hire someone to, and didn't bother. They have a meeting, then make everyone wait two more years before they send a drill team out to try and find the fire, which they never did. Jesus, bro.
