It's just the name for the trucker in Big Rigs episode, which is why he references it through the teaser video. And the Rex Viper thing itself is a brand name for a guitar pedal, which is probably where James got the name from.
The name appears in Life of Black Tiger. "Rex Viper Riiiiiiigs!!"
