Usually the gift cards are blank until they are swiped at the check out. It would be easy to grab a blank and leave. Since no money on them, it's not theft.

That's a dirty trick you pull on someone, give them a gift card saying it's x amount and then having them go to the restaurant and leaving them with the bill.
