From what I've just read, the pipes were breaking due to the extreme cold. I don't know, -18 °C (fuck your impossible to figure out fahrenheit, country that still measures things with rocks and body parts like cavemen) isn't that extreme to me - you get temperatures like that in Russia all the time, but I'm pretty sure even they have have toilets that flush. And Nordic countries obviously.
