It is. It sucks if you live in the EU but you can use a VPN to watch whatever you want, unless I'm mistaken. But I don't think you can give money won a VPN because it would link back to an EU account, right? You have to use a twitch account to give bits and subs. You can still give the pig money (or whoever) by using paypal, but the reason DSPig is bleating about article 13 is it eliminates twitch micropay bullshit as an option for donating.
