Yep, I'm familiar with that kind of diagnosis. "Yeah, you're in pain all the time. Have a fun time with that. Buh bye!"
You're probably going to have to get used to a lot of experimentation to find what works for you. Support networks/forums specifically for Tinnitus are probably helpful and I know you said you used some of those. Hopefully you've been able to find some air cleaner/AC/radio type shit that you can run in the background for at least part of your day that cuts out most or all of the noise.
Everyone is different, and doctors these days mostly focus on life-threatening or publicized diseases over chronic ones which are distressing or painful but not life-threatening. I recently had the experience of going to a specialist and even then was pretty much told "here's this one option you're already using (that isn't working much) and that's about it, GG have fun."
