Yeah but that's TNG. Completely different ballgame. Depending on when you're talking about, Roddenberry also obviously had less influence on the show.

Which is not to say that Roddenberry didn't also have his completely arbitrary rules about what they would and wouldn't do in the future for TNG as well

I think Roddenberry's objection was that it was a crew member of the Enterprise selling the drugs and another crewmember taking them and members of the Enterprise were supposed to all be good moral upstanding citizens who would never ever do such a thing. Roddenberry would often say of Ellison's script 'He had Scotty selling drugs'. Ellison (and others) would correct him and point out that wasn't true (Scotty doesn't even appear in the original script). So Roddenberry would apologise. Then he'd go right back to saying it again.
